Due to the ecological
imbalance, the life style of the whole world is affected. Deforestation is the
main cause of the ecological imbalance. The continued reduction of forests
attributes to the population & poisonous gases, which put a negative effect on
the atmosphere. Due to the ecological imbalance the chances of earthquake &
floods like national calamity are increasing. Unseasonal rainfall has now became
a routine & due to deforestation, at the time of rainfall soil erosion is going
on large scale. From few days ago incessant rainfall started in the J&K state
which gradually turned into a devastating flood. Due to incessant rains, the
streams, canals & rivers were flooded & the situation in the both provinces
became grim. The water level in the streams, canals & rivers was flowing above
the danger level & in and around the soil erosion became sharp & the people
living near the banks of Chenab, Jehlum, Jammu Tawi, Ujh, Sindh rivers were
flooded. Due to desperation the people fled to safer places, some were succeded
in reaching to safer places while as several were trapped in the flood waters &
so many human lives were lost. The life in the whole state went out of gear. Due
to these rains people became confined in their homes. Besides Kashmir Province,
the various areas/districts of Jammu Province like Reasi, Doda, Kishtwar, Ramban,
Kathua, Samba, Udhampur, Rajouri & Poonch remained cut off from the tehsil &
distt. Headquarters.About 4 to 5 thousands villages got submerged. The people
became deprived of basic facilities like water, power & communication & the
people witnessed the death. These floods have so far claimed about 200 human
lives, hundreds have become homeless, crops were damaged & hundreds of kanals of
land have become barren. These incessant rains brought havoc to so many
families, who lost their dear ones. Every where hue & cry was witnessed. Keeping
in view the seriousness of the situation, the Chief Minister Omar Abdullah
convened an emergency meeting & directed all the deputy commissioners of the
state to gear up for the rescue & relief operations to the flood affected people
& sanctioned.Rs.200 crores at the disposal of the both divisional commissioners
of the state. He assured ex-gratia relief to the next of the kin of deceased.
C.M also sought the help of the Air Force & Army in the rescue operions. With
the help of Army, the rescue operations by civil & police became accelerated.
Chief Minister himself supervised & visited the flood affected people & assured
every possible help to them. The central Govt. also take notice of the grim
situation & Union Home Minister visited the affected areas & reviewed the
situation & accordingly presented a report to the Prime Minister. National
Disaster Response Force (NDRF) teams were dispatched to state. After that
Hon’ble Prime Minister Mr.Narindera Modi himself visit the state & took an
aerial view of the situation. After viewing the devastation caused due to
floods, he declared it a National Disaster & even sanctioned Rs.1000 Crore as
additional relief beside Rs.1100 Crore NDRS, which is already with the Govt. He
has ordered One lakh blankets for the affected people. Beside’s he has urged the
state Govt.’s for help to the flood victims. He has ordered distribution of
solar lamtern’s immediately. A team of Central Power Deptt. Is visiting the
state to help the restoration of Power supply on war footing.
Civil and Police administration of the state remained in close contact with the
flood affected people through Radio, Newspapers & Special Help lines. For the
rescue & relief operations of the flood affected people of Reasi, Mahore,
Udhampur, Rajouri, Poonch , Surankote , Jammu, Kathua, Samba,Ramban,
Doda,Kishtwar and Areas of Kashmir Province of the state govt. took appropriate
measures. It is duty of every citizen that at the time of earthquakes, floods
like natural calamity to come forward to render their services & co-operate with
the administration. They should voluntarily come forward to serve the flood
affected victims. The flood have claimed hundreds human lives & have also
destroyed hundreds of houses, causing a crores of rupees, which can not be
fulfilled immediately & can take a long time. Keeping in view the gravity of the
recent floods, the Govt. should formulate a policy so that, in future, in case
of any eventuality minimum loss of life & property can happen.Under the policy
the Govt. should ban on raising the houses near the banks of streams, canals &
rivers. The govt. should immediately assess the loss & compensate the damages
caused by the floods. The govt. should also conduct the seminars and conferences
to awaken the people to maintain the ecological balance. Stress should be laid
on the a forestation so that the forest culture should be strictly revived.
Cutting of trees should be strictly banned & persons involved in it should be
severely dealt with so that the ecological balance can be maintained, as a
result the people may not face the position of recent floods again.
