Hafiz Saeed was born on June 5, 1950, in Sargodha, Pakistan. He obtained a master's degree in Islamic Studies from the University of Punjab in Lahore. Saeed later pursued higher education and received a Ph.D. in Islamic Studies. In the late 1980s, Hafiz Saeed co-founded Jamaat-ud-Dawa (JuD), a religious organization based in Pakistan. The group was originally formed to provide relief and humanitarian assistance, but it has faced allegations of involvement in militant activities. In the early 1990s, Saeed played a pivotal role in establishing Lashkar-e-Taiba (LeT), an armed militant group with a stated goal of liberating Indian-administered Kashmir from Indian control.
