The Sher Mohammad Abbas Stanikzai biography records that he was born in 1963 in Baraki Barak District, Logar Province, Afghanistan. He belongs to the Pashtun Stanikzai tribe.

He initially served as a lieutenant in the Afghan Army before defecting during the Soviet invasion and joining groups such as Harakat-i-Inqilab-i-Islami and Ittehad-e-Islami. He joined the Taliban in the mid-1990s and served as deputy foreign minister and later deputy health minister during the first Taliban regime from 1996 to 2001.
