Qamar Zaman Kaira is a Pakistani politician and a senior leader of the Pakistan Peoples Party. His father, Chaudhry Muhammad Zaman Kaira, served as a former MPA. His cousin, Tanvir Ashraf Kaira, is a former Punjab finance minister.

He completed a BA in Philosophy and earned an MA in Philosophy of Politics and an MS in Political Science. The Qamar Zaman Kaira biography states that he was born on January 5, 1960, in Lalamusa, Gujrat District, Pakistan.
