ANNUAL BUDGET-2021-2022 (CRITICAL REVIEW)

Today, I share some real facts about Annual budget scheme-2021-2022. This year budget has announced on 11-06-2021 in Joint Session of parliament. As usually, the big announcements are expected to give relief for general public. But this budget is also part of IMF Scheme. This turns is adversely affect on economy of Pakistan. However, it has fixed huge amount for Corona Relief Fund. The Ehassa Program scheme has been extended for further year to providing relief to need people. As similarly, the laptop schemes also successful to get extension for further periods. The planning and development wing have acquired fruitful amount in this budget for development schemes.

On the other hand, in my opinion the general public may not directly entertain any scheme. Approximately, 44% budget affixed for return of IMF Loan. This is half of the economy budget which is providing to IMF (return of loans) program and as similar other 30% are being fixed for Army. Normally, the budget is called in the name of the strengthening of institutional setup and intends to sustain. The infliction and poverty is increasing day by day. Sorry to say, this government has no proper policy to eliminated poverty. There are no proper systems to promote literacy in villages. The specific fight against corruption cases which has involved various political leadership. This is main cause for fall down of this government. This government has been taking revolutions steps which could not fruitful. On the other hands, political chaos is another chapter.

Annual budget preparation is art. It is technical profession. However, the Principle Accounting officer of (Prime Minister) is duty bound to handle this difficult task. The object of Annual budget is to re-assessment for budget for institutions according to their needs which they demanded in various requisitions. The previous schemes are continuing in this budget. After some experiment with civil servants and officers, now the Govt. may intends to increase salary 10% percent which will get by civil servants in the 1st Auguest,2021. Conversely, old scheme of revising time scale promotion and up gradation announcement listening by government in down ear. It is no matter what this government doing well or wrong. The hope is not ending. The Govt. official has been preparation for strike they would call off before announcement of disparity reduction allowance but other demands still pending. All Pakistan clerk Association would call for strike and it is expected in Mid July,2021 at Islamabad or near parliament House.
