Poverty Is Not A Crime Meaning

(Also poverty is no sin)
This expression is used to mean that it is not a crime to be poor and that we shouldn't condemn people for their poverty.

Example: I don't know why the police are chasing those poor people out of town. Poverty is not a crime.
