An Open Letter to the Chief
Justice of Pakistan.
With great respect to your honour, I am seeking the liberty to write to you as a
citizen of Pakistan, I draw your kind attention as you are the esteemed & the
highest judicial authority of Pakistan who is bound under oath to notice
injustice and provide relief to all subjects of the state in accordance to the
laws of the land.
So, with extreme sense of regards and due deference it is submitted that I,
Mazhar Hussain (penname: Mazhar Abro) am a college teacher by profession and
writer by passion. In literary world my recognition is as well-known Sindhi
Short story writer, Novelist, Columnist, Poet and Tv drama writer. Many books,
columns, essays and Tv Dramas are on my literary credit. As Recognition I have
been blessed/awarded with manifold Awards by the profound organizations of
Pakistan, for an example I was awarded the “Shah Abdul Latif Bhitai National
Award” by the most famous literary institute of Pakistan “Pakistan Academy of
Letters” Islamabad.
Hoourable Sir,
With reference to subject cited above it is requested that Sindh Government
allocated 1 million to the Municipal Committee Khairpur for the cleaning of
drains and 5 million for the repair of girder cross manhole covers. Instead of
tendering it under the SPPRA rule, the corrupt administrator Saeed Akbar Mahar &
CMO Zulfiqar Ali Bhutto allocated contract to their favourite contractors. By
this, they cheated by preparing fake bills. All the grant has been embezzle, not
even a single rupee has been spent. Audit employees and other staff are also
involved in this corruption.
It has also been revealed that the trolleys purchased by the Khairpur Municipal
Committee for collecting garbage are being sold at the shop.
I would also like to mention that prior to this Saeed Akbar Mahar was the Chief
Officer at District Council Ghotki. According to media reports, in 2013, this
corrupt person sold blank orders for130 jobs there for 3 to 5 laks (per order).
Apart from this, he stole a tractor, a dumper and drainage machinery worth
billions of rupees belonging to District Council Ghotki which are currently
located at his house Rustam Shikarpur. According to this calculation, this
person has committed more than 300 million mega corruption.
I also submit that the appointment of Saeed Akbar Mahar, as administrator is
also unconstitutional and illegal against the judgment of honourable Supreme
Court of Pakistan Petition No. 89/2011, because he is in grade 17 as local
government employee, but he has been appointed to the post of Grade 18 on "OPS"
basis. Here the question arises, is it not the same as disrespecting the verdict
of higher courts?
Khairpur city has been turned into piles of garbage, and no one is going to ask
the incompetent and most corrupt staff of the municipal committee, and the
sanitation staff, who claim having affiliation with political houses.
It is a pity that in the global era of development and construction, we are
living in a city, where the citizens are being treated like animals.
Municipal Khairpur officials have changed the city of Khairpur into ruin not
only this, but also by imposing their own black law in the city, they have
violated the national and judicial laws. By this way respect for judicial law is
disappearing from the hearts of citizens. Citizens think that perhaps the courts
have given them permission to act arbitrarily.
On December 24, 2022, when I protested in front of Press Club Khairpur against
the corruption, incompetence, and violation of law by the administrator of
Municipal Committee Khairpur along with the civil society and lawyers of
Khairpur, the administrator Saeed Akbar Mahar used his Khakrob staff against me
& others. I have been threatened by the Municipal Khairpur that the garbage of
the city will now be dumped in front of my house and street. (I have such a
video as proof.)
Honourable Sir, instead of cleaning the city by the Municipal Committee of
Khairpur, throwing the garbage of the city at the doors and streets of the
citizens who are protesting and exposing their corruption, what else is it if
not a black law?
Therefore, my humble appeal to you is that please take a suo-moto action against
aforesaid officials.
I have enormous faith that the Constitution and justice will soon prevail.
