The Cross Subsidy Program (CSS) is a federal government electricity relief initiative. It is managed by the Power Information Technology Company (PITC) under Pakistan's Ministry of Energy (Power Division). It was officially launched in May 2026.
Now not everyone will get electricity subsidies equally. It only provides relief to those households that genuinely need it. The subsidy is directly applied to consumers' electricity bills. It means your bill automatically shows a lower amount every month once you are registered and approved.
How to Do Cross Subsidy Program Online Apply Step by Step?
The Cross Subsidy Program online apply process has four simple stages.
- Visit css.pitc.com.pk.
- Enter your consumer reference number.
- Click check eligibility.
- The system will pull up your connection information from the PITC national billing database and display it on screen. Review it before continuing.
- Enter your CNIC and active cell number
- Verify using OTP.
- It will show you the message that: Your Cross Subsidy registration is now queued.
- The protected tariff will be applied on your next billing cycle if approved.
Eligibility Requirements
To qualify for the Cross Subsidy Program, all the following conditions must be met.
- Only domestic connections are eligible. Commercial, industrial, and business connections are not eligible.
- Your monthly consumption must be 200 units or less. The system checks your rolling six-month average, not just the current month.
- Only one domestic electricity connection per CNIC is allowed under the scheme.
- Benazir Income Support Program beneficiaries are more likely to qualify because their financial records already exist in government databases.

This saving is due to:
