In a pan, cook 1 liter fresh milk, 2 cups of sugar and 8 crushed green cardamom. When the milk begins to thicken, add 1-1/2 cups of boiled rice. Stir continuously. Finely slice 10 almonds and 20 pistachios. When the kheer starts to thicken, add the sliced almonds and pistachios. Then refrigerate kheer for a while. In the end, add 1/4 kg of whole dried milk and 1/2 tin condensed milk and garnish with pistachios. The kheer is ready to be served.
