IS PAKISTAN ELECTION COMMISSION REALLY A NEUTRAL TO HOLD GENRAL ELECTION?

I was really surprised when one day incidentally I opened an official website of PEC home page and saw there so many things to be noticed out. First of all, although now an enough time passed for new Chief Election Commissioner, but neither his full profile is available there nor his contacts are although the contacts of other officials such as Secretary etc are there. Second and most amazing thing , I saw there was that on home page there is an election poll as under:-

"Elections Poll
Q. The next General Election will be held in:

By Sep / Oct ' 2012
By Feb / Mar' 2013
Don't Know"

For which I have objection for the following reasons:-

1. When present Parliament legally has a tenure up to 28th March,2013 then how PEC( being a Neutral) can say that next General Elections could be held before 18th March,2013?

2. Even PEC asking for vote whether next G.E. could be held in Sep/Oct,20-12 or Feb-2013 which reflects bad image on it because according to law either Next G.E. are to be held after 18th March 2013 or then whenever the Prime Minster of Pakistan is dissolving the Assemblies.

In this connection, I contacted Private Secretary of Secretary of PEC on phone and recorded my protestation and requested to have my talk to the Secretary to record it with him also but he assured me that he'll tell him. Instead he given me a No. of Deputy Director Computer/IT to tell him further. I done and recorded it with him also but no vain. Now I talked the Provincial Election Commissioner, Sindh, Karachi and also recorded it with him. He himself was so surprised to know about this poll and promised me that he'll get remove it in a day from website but today it's 7 days but no action.
