Good Governance and Gilgit-Baltistan
(Amir Jan Haqqani, Gilgit, Diamar)
My question is that what is
good governance and why is good governance important? Good governance is
about the processes for making and implementing decisions and judgment. It’s
not about making correct decisions, but about the best possible process for
making those decisions. Some main characteristics of good governance are
enlightened here.
Accountable and answerable:
We know that accountability is a fundamental requirement of good governance.
Local government has an obligation to report, explain and be answerable for
the values of decisions it has made on behalf of the community it
represents. And we know that in Giglgit-baltatistan has no accountability.
Rule of law:
Good governance follows the rule of law. Law is consistent for everyone. Two
important laws are made by Gilgit-baltistan legislative assembly. Peace
Agreement of 2005 and Code of conduct for Masajid and Imam bargas (2012).
But the local government, bureaucracy, administration and establishment
failed to enforce.
Transparency and responsibility:
What is transparency? Essential condition for a free and open exchange
whereby the rules and reasons behind controlling processes are fair and
clear to all participants. Transparency is that People should be able to
follow and understand the decision-making process. This means that they will
be able to clearly see how and why a decision was made. When we see that we
did not found transparency in Gilgit-baltistan.
What is responsibility? Responsibility is duty to deal with something or of
having control over someone. And we can say that Local government should
always try to serve the needs of the entire community while balancing
competing interests in a timely, appropriate and responsive manner.
How to Show Responsibility?
For instance:
1. Find out what needs to be done and do it.
2. Complete a task without being asked.
3. Understand and accept the values of your actions.
4. Think before you act.
5. Do your best.
6. Clean up after yourself even if no one is watching.
7. Always try to do the right thing.
Shortly we can say that Good governance is reasonable, rightful. Good
governance is inclusive and comprehensive. Good governance is effective,
efficient and well-organized. Good governance is participatory and sharing.
WHY IS GOOD GOVERNANCE IMPORTANT?
Good governance is important for several reasons.
It also leads to better decisions, helps local government meet its
legislative responsibilities and importantly provides an ethical basis for
governance.
BENEFITS OF GOOD GOVERNANCE:
I write some points abut benefits of good governance: for instance:
1. Promotes community confidence
2. Encourages elected members to be confident.
3. Leads to better decisions.
4. Helps local government meet its legislative responsibilities.
5. Supports ethical decision making.
I will request to new government to make insure good governance in
