According to the United Nation High Commissioner for Refugees (UNHCR) Out of 21.3 million registered refugees in the whole world, Pakistan is hosting 3 million with 1.6 million registered and 1.4 unregistered for the last four decades. Pakistan is the 2nd largest hosting refugees country in the world after turkey, while comparison with India who stood at 23rd with 0.2 million refugees mostly belong to from Tibet and Sri Lanka. The flood of refugees entered into the Pakistan in 1979 in the age of Gen Zia when Soviet Union invaded Afghanistan. After Syria originating 4.9 million refugees, Afghanistan is the 2nd highest nation of the world who is the main source with 2.7 million refugees. Pakistan receives just $5.20 per refugee per year in international aid to provide the healthcare and education -- and that is only for those who are registered. But that also had not awarded for last decade.

Pakistan welcomed the afghan refugees being neighboring country, Muslims brothers, and for the sake of humanity. They were given basic health facilities, education and independent business opportunity. The local people of FATA trained them in different skills. During four decade Pakistani government supported them in all field of life. As rampant terrorist attack before zar-b-azab was the question mark for whole nation, so government made plan to eliminate terrorism and extremism along with all facilitating factor of terrorism. The plan named as “National Action Plan”. The matter of repatriating was raised in national action plan very loudly. Although the soft attitude toward refugees by our prime minister is taking a long but it shows magnanimity before repatriation despite their involvement in crime. As The agreement between Afghanistan, Pakistan and the United Nations High Commission for Refugees (UNHCR) that governs voluntary repatriation was scheduled to expire in December 2016 but was extended to march 31, 2017.

Afghan government should tribute Pakistani authorities to host them for long time without any discrimination, knowing every fact that we are not in a condition to bear the more burden of refugees on our shoulder and Even Pakistan already a financial crunch country was not awarded any legal aid by UNHCR, inspite that Pakistan provide them all facilities. But their nexus with our arch-rival India, aggressive speech against Pakistan on the behest of Indian aid, and diverting the way of trade to Iran and India is a good lesson for Pakistan. There is a big hand of afghan refugees who destroy the law and order situation in the country involving raw in hidden activities. Neither have they ever visited the Afghanistan nor willing to migrate because they have married with Pakistani woman. So it would be more headaches and create social problem for whole household to migrate. However some political parties airing voices against repatriation for their vested interest. Urging sympathies and convincing government to follow Iran policy depicts their tricky politics. They are not loyal for Pakistan. It is the need of the hour to repatriate them because it is the matter of country’s survival. As it is the largest repatriation program in the history of UNHR, so we need much continuous endeavor to succeed in stipulated time, any resilience can could delay for long time. UNHR decided to pay $200 each refugee as repatriate and rehabilitate grant, but it was extended to $ 400 later.
