FLOOD A PERSECUTION OF GOOD OR BAD GOVERNANCE

(Irfan Khan, Karachi)

Torrential monsoon rains triggered the most severe flooding in Pakistan’s recent history, wasting away villages and leaving almost 10 million children in need of immediate life saving and water borne diseases. Hundreds and thousands of homes schools, public facilities basic destruction – crops worth billions have been destroyed, set to exacerbate the tragedy in the form of hunger and starvation in the coming years there have been enormous financial losses, to the extent of $ 20 billion. But as per account flooding is not something new to Pakistan, have long history of floods and heavy rains as per on factual record Pakistan has been flooded 68 times may are taking this time flood as ‘God’s persecution rate on the other hand a high rate majority is criticizing Pakistan’s succession government who has not put disaster plans in place or delivered on promises when floods previously hit Pakistan the floods we are seeing here in the country are not only the result of climate change but excessive rain which is causing the issue, but rather the inadequate preparation and infrastructure.

Governance has hampered Pakistan’s response as there is not central government department directly dealing with long term effects of flooding and the conflict over budget between centre and provincial government. The government only reacts when the flood takes place with little in the way of proactive policies . water experts have long decried the states in attention to water infrastructure, deforestation poor drainage systems. These are all governance issue rather the climate change or God persecution with the appropriate governance and policies, the death and destruction can be mitigated.
