In a pan, roast 2 tsp Cumin seeds, 4 star anise, 1/2 tsp Nutmeg,1/2 tsp Mace, 1 tsp Fennel seeds and 1 tsp Dry ginger powder. Now grind the roasted spices well. Now add in 2 tsp Chili powder, 1 tsp Turmeric powder, 1 tsp fennel seeds, 1 tsp all spice powder and Salt to taste. Mix well and divide the mixture in two parts. Heat 1/2 cup oil in pan, add 2 tsp Ginger garlic paste and fry. Mix spice mixture and 2 tsp Coriander powder in 1 cup water and add to the oil. Fry well. Add 1 kg boiled Beef and fry. Now add 4 cups Stock and cook well till the mixture starts boiling. Now roast 4 tbsp wheat flour and dissolve in some water. Put wheat mixture to the pan and cook for 10 minutes more. Now turn the flame off. In other pan heat 1/2 cup oil, add 1 chopped onion and remaining roasted spice mixture. Pour this on top of Nihari. Serve with 2 Lemon cut into halves, 6 chopped Green chilies, 1/2 bunch Coriander leaves and 1/2 bunch of Mint leaves.
