INJUSTICE, DELAY AND COST-BEARING JUSTICE LEADS TO UTTER DESTRUCTION

Pakistan was established in 1947 and during 62 years of its life it lost its one arm in the year 1971 due to injustices. When we observe the history of collapsed nations it has come to our knowledge that due to injustices they had been ruined and removed from the world’s map. All Books of Heaven severely stress over justice and warn human beings not to make ill-dealings whether they are concerned to human beings or with God or all other creatures of Creator of the Universe as disloyalty to God and His creatures is disastrous.

Pakistan judicial and Police systems are not up to the mark as they are not providing true justice and relief to human beings especially the poor. To avoid the concept or law of Jungle “Might is Right” the government should control the vital social evils such as anarchy, killings, snatching, dacoity, robbery, kidnapping, gang raping etc. prevailing in the country at all costs to relief the general and peaceful masses as well as to relief the rulers so that they could rule over the country long lasting. To remove anarchy and lawlessness from the country following two steps may kindly be taken on war-footing basis as it is law of nature that if we want to protect our children we will have to protect other children otherwise our children will remain in risk and danger :-

POLICE REFORM: Appointment of all Personnel of Law-Enforcement Agencies must be made on purely merit with handsome package and benefits enabling them to avoid bribe as corruption is the main cause of all social evils and mounting crimes. After transparent selection they must be trained on the disciplines i.e. “Treatment with the masses” “Treatment with the culprits” “Strategy how to keep law and order situation” “Strategy to control the out-raged Mob” “Strategy to make visible and invisible surveillance”. After successful training they must be provided by the employer ration, Govt. quarters, Education to all their children, full medical facilities to all their dependants including parents and at least provision of two full bonuses annually. They may also be allowed to get appropriate share in “Goods” recovered by them. They may be given prizes and cash awards when they arrest dye-hard culprits by putting their lives in danger. In case they get martyred during encounter with extremists, robbers or ill-doers their heirs may be given handsome lump sum amount and one dependent of the martyred law-enforcer may be given prompt employment. After giving all facilities with handsome salary package they will be responsible to robustly keep law and order situation in the country. They must avoid corruption and if anyone is found in bribery he must be shot dead in public after short trial.

JUDICIAL REFORM: God fearing people having sound knowledge of Quran and “Shariah” must be appointed as judges purely on transparent basis by the Supreme Court in all over the country and no Government involvement is carried out in their appointments. Their responsibilities are sensitive and critical therefore Govt. should provide full protection enabling them to perform their duties openly without fear. To achieve far-reaching effects judicial system may be separated from the Administration. Monetary independence may also be granted to them. They may also be provided very handsome package and benefits so that they may not involve in corruption. They may be made responsible to settle the cases within the stipulated period fixed by the Government so that justice is not delayed as justice delayed justice denied. The poor who are not in a position to bear the litigation expenses should be provided all kind of help by the Government or by the Court so that they could also get justice as in the present judicial system they poor do not resort to court and deprive of justice whereas influential and wealthy people by way of hiring top-class advocate win the false cases. These mal-practices must be brought to an end. Stern punishment may be awarded to all corrupt elements without considering their status. Moreover prompt steps may also be taken by the Govt. to create computer oriented atmosphere at “Thanas and courts” so that people could lodge FIRs and complaints electronically (e-FIR, e-Complaint). Their complaints and FIR may be sent to “Crime Database Centre” systematically so that action could be taken on genuine complaints and FIR. Lodger or maker of false reports must be brought into book.

To avoid blood revolution we must enforce justice with full strength.
