Government has been formulating
and implementing different schemes for the welfare of people in the country in
order to raise their standard of living and give them opportunity for better
amenities.
To increase the sources of livelihood of thousands of youth in rural areas
government of India launched a scheme called National Rural Livelihood Mission (NRLM).
The scheme was launched in June 2011 which emphasise on the skill development of
the rural youth.
The introduction of the scheme was meant after due consideration that thousands
of unemployed rural youth whose livelihood could be made much better and
increase the standard of living of rural areas. The scheme in itas initial stage
covered six Lakh (6 Lakh) villages, 2.5 Lakh Panchayat constituencies, and 60000
blocks all over in india.
To execute this scheme government started Ajivika Skill Development Programme
for the rural youth so that they can gain skill and be able to get better
employment. The scheme introduced “Umeed” for women in order to make their lives
better off. The scheme has generated livelihood for thousands of women in the
country in general and Jammu and Kashmir in Particular.
In June 2013 All India Congress Committee vice president Rahul Gandhi
inaugurated the scheme in presence of Jammu and Kashmir Chief Minister Omar
Abdullah. The scheme was launched in four blocks Khansahib (Budgam), Lar (Ganderbal),
Chenanai (Udhampur) and Basohli (Kathua) and was extended to six more blocks
including Bishnah (Jammu), Gundoh (Doda), Gagwal (Samba), Sindhpora Sumbhal (Bandipore),
and Kupwara.
The central government under this scheme approved projects worth Rupees 750
crore. The government of Jammu and Kashmir provides only ten percent to the
scheme while the rest of funds come from central government. The central
government aims to benefit about two-third of women population in the state. In
its initial programme nine lakh people including 90 thousand families were
benefitted. The rural development has been leaving no stone unturned to achieve
the goals set under UMEED.
In the forth coming five year plan the government is set to extend the scheme to
all districts of the state and increase the welfare of the people and make them
self relient at home. The project Umeed is all set to decrease the level of
poverty and dependency of women in rural areas and help them to contribute to
family income.
The indicators of woman development and self reliance are evident in block
Bishnah of Jammu district. The women in the area have become contributors to
family income. The confidence level of woman under UMEED have increases.
The women under UMEED are doing marvels but the achievements can be enhanced by
holding awareness camps. The scheme can do marvels if people would support
government and cooperate with the government.
With the financial assistance of World Bank Government of India launched a
scheme for the unemployed youth belonging to rural areas in June 2011. The
scheme, named as National Rural Livelihood Mission (NRLM), was meant to
development of skills for these youth in order secure livelihood.
