Abdullah bin Az-Zubair narrated that: A group from Banu Tamim came to the Prophet [SAW]. Abu Bakr said: Appoint Al-Qa'qa' bin Ma'bad (as commander or governor), and 'Umar said: No, (appoint) Al-Aqra' bin Habis. They argued until they began to raise their voices, then the words were revealed: O you who believe! Make not (a decision) in advance before Allah and His Messenger... until the end of the Verse: And if they had patience till you could come out to them, it would have been better for them.

أَخْبَرَنَا الْحَسَنُ بْنُ مُحَمَّدٍ، ‏‏‏‏‏‏قَالَ:‏‏‏‏ حَدَّثَنَا حَجَّاجٌ، ‏‏‏‏‏‏عَنْ ابْنِ جُرَيْجٍ، ‏‏‏‏‏‏قَالَ:‏‏‏‏ أَخْبَرَنِي ابْنُ أَبِي مُلَيْكَةَ، ‏‏‏‏‏‏عَنْ عَبْدِ اللَّهِ بْنِ الزُّبَيْرِ أَخْبَرَهُ، ‏‏‏‏‏‏أَنَّهُ قَدِمَ رَكْبٌ مِنْ بَنِي تَمِيمٍ،‏‏‏‏ عَلَى النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ،‏‏‏‏ قَالَ أَبُو بَكْرٍ:‏‏‏‏ أَمِّرِ الْقَعْقَاعَ بْنَ مَعْبَدٍ،‏‏‏‏ وَقَالَ عُمَرُ رَضِيَ اللَّهُ عَنْهُ:‏‏‏‏ بَلْ أَمِّرِ الْأَقْرَعَ بْنَ حَابِسٍ،‏‏‏‏ فَتَمَارَيَا حَتَّى ارْتَفَعَتْ أَصْوَاتُهُمَا،‏‏‏‏ فَنَزَلَتْ فِي ذَلِكَ:‏‏‏‏ يَأَيُّهَا الَّذِينَ آمَنُوا لا تُقَدِّمُوا بَيْنَ يَدَيِ اللَّهِ وَرَسُولِهِ حَتَّى انْقَضَتِ الْآيَةُ وَلَوْ أَنَّهُمْ صَبَرُوا حَتَّى تَخْرُجَ إِلَيْهِمْ لَكَانَ خَيْرًا لَهُمْ سورة الحجرات آية 1 - 5 .

عبداللہ بن زبیر رضی اللہ عنہما بیان کرتے ہیں کہ   بنو تمیم کے کچھ سوار نبی اکرم صلی اللہ علیہ وسلم کے پاس آئے، ابوبکر رضی اللہ عنہ نے کہا: قعقاع بن معبد کو سردار بنائیے، اور عمر رضی اللہ عنہ نے کہا: اقرع بن حابس کو سردار بنائیے، پھر دونوں میں بحث و تکرار ہو گئی، یہاں تک کہ ان کی آواز بلند ہو گئی، تو اس سلسلے میں یہ حکم نازل ہوا ”اے لوگو! جو ایمان لائے ہو! اللہ اور اس کے رسول کے سامنے آگے مت بڑھو“ ( یعنی ان سے پہلے اپنی رائے مت پیش کرو ) یہاں تک کہ یہ آیت اس مضمون پر ختم ہو گئی: ”اگر وہ لوگ تمہارے باہر نکلنے تک صبر کرتے تو ان کے حق میں بہتر ہوتا“ ۱؎۔
