Mince onion, chillis, ginger and garlic very finely and put in a bowl with all the other ingredients for the meat balls. Mix well and shape into small balls the size of a walnut. Heat some oil in a frying pan and fry meat balls till brown. Drain and keep aside. Now make the curry by finely mincing the onion, chillis, ginger and garlic separately. Fry the onion in a little oil till brown. Add the chillis, ginger and garlic, fry for 1-2 minutes and then add the dry spices and salt. Fry for five minutes, sprinkle with water and continue to fry for another five minutes. Add the water, creamed coconut and curry or bay leaves. Simmer for 20 minutes adding more water if necessary. Add the meat balls and cook for a further 10 minutes.
