Mince the chillis finely; crush the garlic; finely chop the hard-boiled eggs and onion. In a bowl, mix the meat well with the breadcrumbs, garam masala, turmeric, chillis, garlic, ginger, salt, lemon juice and raw egg. Combine the chopped hard-boiled egg and onion for the filling. Shape the meat into balls and flatten in the palm of the hand. Put a little of the egg and onion mixture into the middle and close on all sides. Flatten and shape to form a patty. Heat some oil in a frying pan and fry the kababs on both sides. Serve with onion rings and wedges of raw carrot.
