Police is a set of rules and regulations. It is essential to obey rules & regulations by the employees of respective institutions. Departmental policy is a red line. No employees try to cross limits. It is a funny thing called the life of our institutions. Hence, the institutions are imposing responsibility on their staff to obey departmental policy. The policy is a framework for how to deal with daily affairs and how to manage office workload. The policy defines how the staff of any institution deal with routine work. The timing is the most important element to adhere to by the institutions. All institutions have made a departmental policy to run their business. Similarly, all the private and autonomous organization has made a departmental policy to run their business smoothly. All laws are bound to obey state policy. Hence, any policy does not conflict with Constitution

It is pertinent to mention here that the laws and policies are different things. There are some service laws and policies to run the machinery of the Government. All states' business runs through institutions and the administrator shall be liable to control the staff as well as assign different tasks to them. My observations regarding the departmental policy are slightly different I also give some weightage to the constitution. In my perception, no policy has been made against any constitutions. All departmental policies should be flexible towards their subordinate staff.

The private and semi-autonomous organization has made strict policies to manage office decorum. Conversely, government institutions have made an inflexible policy toward staff. If anyone challenges departmental policy, they are facing harsh consequences. We may presume that justice will acquire through hardships. If any departmental policy is against the constitution or any provision or clause then the appellant will gain relief from the courts otherwise it is waste of time and money. The appellant is in mental agony and pressurize from different angles. Anyone pretending to challenge any departmental policy should imagine adverse consequences. The group of people should essential to challenge any department policy.

Our institutions are powerful and strong to implement departmental policy on the office premises and manage office decorum. All the recruitment procedure is accordance with departmental policy. Nevertheless, our public has not happy with our institutions due to different circumstances. For example, the Service of Federal Employees has not been considered by the Punjab Public Service Commission. There are some provisions of the Punjab Public Service Commission policies are against the constitution, and there are some clauses that are ambiguous in Article-38 in Clause-G of the constitution of Pakistan, and I am amazed to see no one rise their voice against this discrimination.
