The Real Essence of Development………. “Human Resources” by Dr. Ghazanfar Ali Khan

Looking around us, we are observing “Human resources” and Material resources. Apparently it seems that material resources are the essence of development. However, getting deep insight, it comes vivid and conspicuous that human resources are relatively more vital. The reason is quite clear that harnessing and utilization of material resources in a better way is only possible when the human resources are dexterous and skillful in the required spheres.
Think of for a while a scenario where material resources are available but the required human resources are missing………..what would be the consequences. A school with sophisticated infrastructure…. beautiful building ……well-furnished labs equipped with latest instruments……. spacious classroom decorated with furniture and fixtures ……. and….. a number of amenities……….However,……. missing the crucial component (the knowledgeable and skillful teachers with positive attitude).
If agricultural innovations are emerging on revolutionary basis, however, on the other hand, the farmers are deprived of the required knowledge and skills ….. then…. there would be more vulnerability in the sphere of agriculture. If the agricultural researchers and extension workers (human resources) are not well trained and the material resources are present…… the situation may be tilted toward declined position due to poorly trained human resource.
Looking at the industrial sector, suppose an industry…… having the latest machinery and equipment …. but ……. lacking skilled staff………. what would be its outcomes? It is also critical either to engage those employees who are equipped with the required skills or keeping the employees abreast of the latest required skills.

The importance of Human Resources (HR) should not be ignored because if the skilled manpower is available then it would be easier to get the required targets and objectives.
Training plays a crucial role to transform the human resources a thriving force to accomplish the tasks. Merely material resources without well-equipped HR cannot bring revolutionary progress. Even for triggering the revolutionary changes, HR can play a vital role. Concentrating on human is very much essential to get the destination of sustainability. Human resource and material resources are like body and soul. Keeping the HR abreast of the transition in every field of life underline the importance of training (encompassing knowledge, positive attitude and required skills). Encompassing all the three domains (knowledge, attitude and skill) are very much essential to train the human resources. However, merely theoretically knowledge cannot bring the fruitful results. Focusing on the required skills play the role of nuts and bolts in the training for human resource development. If both domains (knowledge and required skills) are covered, superficially, it seems that we have imparted the essence of training. However, another important aspect is the positive attitude which should not be overlooked. Inculcating and promoting the positive attitude among the trainees (HR) is indispensible. Think of for a while, if the employees of any institution are covering (knowledge and skill) but lacking last sphere (the positive attitude) they will be unable to give the desired output. The reason is quite obvious; the employees should possess the positive attitude to perform in a positive way for the betterment of himself/herself as well as for the organization. On the other hand, the employee (HR) with negative behaviour will exploit the situation and negatively use the knowledge and skills. So, it is imperative to ensure all the three domains (knowledge. required skills and positive attitude) in the proper training process.

The motivation and positive reinforcement can contribute towards grooming the human resources. It is the real stimulus for striving towards the achieving the desired goals. It is very much necessary to hook up the betterment of individual with the organizational progress. However, if the human resources are put at stake just to achieve the short term goals; it will jeopardize the long term future accomplishments. The development of human resources not only cover short term goals but also the long term future achievements. Another point that should be under consideration is provision of the conducive environment for the employees (HR). It can pave the way for achieving the organizations goals in a befitted manner.
The improvement of the human resources is part and parcel of every sphere of life where “humans” are involved. In the sphere of agriculture, industrial, education, business etc. there is a dire need to address the real dilemmas of the human resources and bringing about desirable human resource development. This will in return smoothen the way to uplift that particular sphere. In fact, if we invest on human resources today, it will enlighten our future prosperity.
The flourishing and streamlining the capabilities, skills and positive attitude among human resources are the perquisite for the progress and prosperity. The identification of the uniqueness of each entity (HR) and the diversification should be kept in mind while taking into account the human resource development. The sustainable development can be achieved with the grooming, uplifting and harnessing the maximum potential of the human resources with the judicious combination of human resources and material resources.
