• A complete life ledger for every citizen: education, employment, marriage, children, tenancy, utility bills, health, and legal history—accessible through a secure, consent-based platform

A Transparent Civic Economy: Every Expense Is Someone’s Income

• Every rent payment, school fee, shopping bill, utility charge is recorded against your NADRA ID

• Each expense becomes someone else’s income, automatically traceable for taxation and planning

• No one can claim to live or operate a business at a location without a registered tenancy agreement, even if the rent is nominal

• “When you file your tax return and list rent or school fees—why doesn’t that show up as someone else’s income?”

Utility Bills: Linked to People, Not Just Properties

• All electricity, gas, and water bills must be issued in the occupant’s name, not just the address

• No new tenancy or property registration allowed until previous bills are cleared

• NADRA issues a Utility Clearance Certificate—a new standard for responsible occupancy


Marriage & Divorce: Verified, Transparent, and Biometric

• No second marriage without biometric consent from the first wife and pre-approval from NADRA

• Nikah Khawans must verify NADRA clearance before solemnizing any marriage

• Marriage and divorce documents must clearly state each person’s role, CNIC, and fingerprint

Property, Tenancy, Inheritance—All Digitally Linked

• Every property and rental agreement must be registered with NADRA, regardless of value

• Education: From matric to master’s, all degrees verified and linked

• Employment: Full job history, from first appointment to retirement

• Health: Vaccinations, blood group, medical history—all accessible in emergencies

• From birth to death, every milestone is securely recorded and citizen-controlled


NADRA in Every District and Tehsil

• NADRA must expand to every tehsil and district, especially in underserved regions

• Mobile NADRA vans for remote villages and urban slums

• 24/7 digital services via app and web portal
• Citizens should only need to know one door: NADRA—everything else should open from there
