The National Action Plan is
actually twenty point formula to eliminate the menace of terrorism from Pakistan
.This plan was proposed and accepted by the joint venture of the parliament in a
high level meeting following the APS disaster.
Almost all segments of society have welcomed the National Action Plan adopted
with a consensus by the political leadership to rid the country of the scourge
of terrorism. The military courts have been set up for the period of two years
and trials of accused is continue, comprising the accusations of terror funding,
non-state actors, target killings, bomb blasts and kidnapping for ransom. But
there are still question marks on the other indications of National Action Plan.
Some of these are as under:
The VIP protocol is being given to the death row prisoners belonging to
influential families or having influential status. They are enjoying the
luxuries of life in death cells .
The difference between the powerful and weak is underway.
The politicization of issues related to NAP.
Some sort of non-co operation by political organizers due to the fear of
snaring.
Justice delayed is justice denied. This idiomatic phrase comes true to the long
term proceedings of the military courts that allow the accuse to decertify the
evidence and eyewitnesses.
The situation is more awe full when it comes to direct encounters across
metropolis. The lack of testimonies provides a wider space to the unprecedented
thoughts and point the fingers at the judiciary.
As for as the terror funding is concerned there is not any prescribed policy for
transactions from outside the country except the proposed regulations for
non-governmental organizations. There are accusations that some of the NGOs are
sponcering the non-state actors.
The Madrasa reforms becomes the headlines of different news channels most
oftenly describing the robust government policies to amend the state of Madrasah
but any such implementation has not been witnessed yet besides the detention of
Madrasah men spreading the hate speech.
• According to National Action Plan “Social media and the Internet will not be
allowed to be used by terrorists to spread propaganda and hate speech, though
exact process for that will be finalized.” The reality don’t coincides exactly
to this statement as the use of internet and social media by terrorist
organizations is underway.
As for as the formation of armed militia is concerned the Operation Zarb e Azb
is doing remarkable job to eliminate the armed militia from Pakistan. Karachi
operation has contributed much to the attainment of peace and normalization of
daily life activities, decreased target killings and reduced terror funding.
Keeping the rehabilitation of displaced persons as the top-most priority,
administrative and development reforms in FATA will be expedited. The
rehabilitation of displaced persons is continue as government is catering the
basic needs of internally displaced persons. These people are poverty stricken
and displaced due to terror threats.
Measures have been taken to stop religious extremism and to protect minorities.
Many extremists have been taken into custody by law enforcement agencies and
facing trials in counter terrorism courts. Pakistan’s National Action Plan
ensures protection to minorities and special troops have been deployed in this
regard. The removal of extremists agenda is crucial to maintain law and order in
Pakistan. The incumbent government and military is on one platform to eliminate
extremism.
The plan received unprecedented levels of support and cooperation across the
country's political spectrum, inclusive of the federal and provincial
governments but there is a large gap between the outcomes of the NAP and
proposed implementation. The plan should equally stand before the indigent and
the rich.
